Chelsea, for example, can loan Lukaku out to Everton knowing that he will be able to play against their rivals, like Man City and Liverpool (increasing those teams chances of dropping points), but hey presto when Chelsea play them Everton will have to put out a weakened team. It encourages teams to stockpile good players they don't really need and yet still ensure they play against their rivals (but not against them).

Ideally you shouldn't be able to loan players to teams in the same division.
