Don't understand why the Board get such a pass

The coaching staff has been abysmal for a season and a third now yet the Board's strategy seems to be let's hope there's three worse. Hope is not a strategy. I realize they don't want to pay 4-5 million to settle the terminated contracts, but are willing to risk 80 million? Hughton has been awful but ultimately he is there because the Board want him there.
