Well, here's a thought...
Maybe he WANTS to play him. After all, he started against Palace and Hull. We don't know the time line of his little paddy (ahem) so we're just assuming Hoots doesn't want to play him. It could just as easily be he does want to pay him but can't, because of the attitude.
