You have to serve notice on any owner or tenant whose address you know (or can find out) at least 21 days before the date of the application.

Only if having made reasonable endeavours to find out who the owner is and their address you still can't find out then you can advertise it by way of local advertisement.

The owner will have the ability to make comments on the application as well although admittedly they have no (or little) more status than any other member of the public.
