grammar help required

appreciate that people may not be in the mood but people have been very helpful when i have asked for help in the past.

I have a question about whether grammar should be taught in the primary school. Any reference to current government thinking or recents theorists would be particularly helpful! So if anyone has any good ideas then they would be very much appreciated!
