The makers were driving around (um...) midland Sweden, interviewing the locals. Many of them didn't consider themselves as being part of Sweden: not for reasons of politics or separatism, but because they couldn't see any need for being part of a country. They were locally-sufficient, if that's an acceptable term. That'd have been the World Norm a few hundred years ago, I suppose?
