Maybe, but the board has to support the manager and though they might query his targets

they shouldn't refuse to try and buy them, nor try to impose possible signings on the manager.

But we only know what was rumoured or released during the window, so we can't say anything with certainty except that he's had two windows to shop in and hasn't made a complete squad. So, I blame Hughton, reservedly. He hasn't done terribly but I don't fully support the idea that he's bought well, either.
