Why do we have two people drawing up employees' contracts

There is the bloke that draws up the players' contracts. Contracts that, as we know, are torn up and paid up all the time. And then there is the bloke that drew up Worthington's contract. A contract that is apparently so tight that no matter how ludicrous Worthington's job performance is, nothing can be done about it.
I think that good-old fashioned common sense dictates that we sack the bloke that drew up Worthington's contract, and rely solely on the bloke that draws up the players' contracts.
