It's an oprah/springer guest thing. Someone's talking at you and you don't like the cut of thier jib, or somesuch, you turn away from them, raise one palm up to them and say "Talk to the hand, 'cos the face ain't listening." Clearly I mean "one" not "you".
In my mind it is used solely by young american women on tv shows, but I'm sure this is not the case in the Real World.
