I think it should be a full-time job. He should take control of the whole player structure

from schoolboys to full internationals (obviously concentrating on the latter), to get it away from the buffoons in suits. The job pays enough for that responsibility, after all. An alternative is short-term contracts (2 years, from WC to Euros, from Euros to WC) with performance-related pay.

I'd have Hoddle too.
