At local level a lot of bad tackles will be allowed to go, because it's not a pro game. So if you install amatuer officials on conference games, they'll carry on refereeing like that, so the tackles will naturally be aggressive to league 2 teams (cos league 2 refs are pro and adhere to the football leagues code)
