That's why I suggest community service. No room to lock all the t**ts away, but

make them do what they hate doing (work hard) and in a way which will directly benefit the communities they damaged rather than just some social bollocks.

And I don't just mean cleaning up their mess. I mean that once that is done, making improvements too. Most fitting. Reduces the pain they caused, makes them feel negative results of their actions immediately and makes them understand how much work and suffering their couple of hours of t**tdom cost so many people, and most of all to those desperate for "respect", will humiliate them and reduce their status - who looks cool with a workers vest and a broom / paint brush ?
