Who is to blame here

Speaking as a regular traveller from London to Norwich, it hacks me off that:

Essex 6/4 lane motorway
Cambridgeshire 6/4 lane motorway
Suffolk - single track with passing points
Norfolk - 6 /4 lane dual carriageway.

Are they just backward or is it conspiracy
