Technical Question (PC/DVD etc)

OK, help, someone!
Seems like 12 year olds can put them together and slap the end result on You Tube, but I am in the dark and haven't a clue!

Putting together a DVD of various clips-a compilation, assume already have all the bits needed-want to puit them altogether on one DVD and add a music soundtrack-you know, adding some atmosphere to the clips?

How the bloody hell do you do it? Is it as east as getting some editing software and doing it all via your PC/laptop? And do you need "special" DVD's to allow for film plus a music soundtrack to be added?
