I think that definition of intent is a little questionable.

You may be aware that you're taking a risk, but then knowing you're taking a risk could be extended to quite a lot of other traffic related activity, which might then have to be considered murder.

However, I'm not a lawyer, so. It's when the law gets hijacked for political reasons that I get edgy about it.
