No it isn't. Before Ebbsfleet there was one which wasn't owned by fans, but the manager

made tactical decisions, subs, etc IN GAME based on SMS messages from fans.

Swiss 2nd division or something like that. Never been able to find what the outcome was, although I am sure we could guess.
