not necessarily, depends on how you pronounce an 'h' word with a vowel following.
If you pronounce 'hotel' with the 'h' you'll say 'a hotel'
Some tend to hardly say the 'h' so when spoken it'll sound like 'an otel'.
Therefore it is OK to write 'an hotel' without breaking any rules.
