Why would anyone want to buy the club when it quite clearly has no value?
The reason Cullum's offer was rejected is becasue the offer was to take on the financial burden of running the club without paying for the shares.
Delia is holding out for a return on her investment which will never come.
All the money she has invested in the past has been in the form of loans or share issues which have either served to increased her strangle hold on the club or increase the debt.
