my (slightly simplistic) understanding of this situation is:

Delia and Michael realised last year that the club was getting too expensive (what with loans for car parks,hotels and all that), and that they wanted to sell. They got their politician mate to wine and dine Peter and suggest that he help out. Peter said he'd be happy to give Delia and Michael 20 million to buy some players who can score goals in the net. He also said he'd like to have a say in how the club was managed, but that he'd be happy top pretend that Delia was the boss as she knew how to cook in the Restaurant and things like that.

Delia and Michael talked about this a bit one evening and decided that although they wanted the money, they didn't want to stop being in charge. So they said Peter would have to triple his offer.

Peter said 'no thanks', the Turners walked out, and now Delia and Michael have to find money for the car park by the beginning of December otherwise they'll have to close down the football club.
