in theory though a target man should help in that respect too
having someone who can hold the ball up allows the midfielders more time to make runs into the box (or provide knock-downs for them). If no-one up front can hold the ball up the odds are we will have lost possession or had a shot (same thing) before the midfielders can arrive.
