I assume they feel they need to change their name to "fit in"
This is more a cultural thing - there is a loss of face in having to break your word or say you can't do something, which doesn't sit well. In general;
"We can finish by this date" usually means "yes"
"Can you meet this date" from you will be answered with an uncomfortable shuffle and "Yes" which means Maybe
"Maybe" means "No".
"No" is almost unheard of.
