In very simple terms, it isn't that simple

If you come through a club's Academy setup (U18 or younger) then you clearly qualify e.g Hills & Myles & Gunn

If you are signed as an 18-yr-old (but not eligible for Youth football) then, after a year, you might qualify e.g Fisher & Schwartau & Mahovo

Anyone signed as a 19-yr old - or older - prob doesn't qualify.
