but it's still the slight non-apology: "I want to apologise for any offence I caused...", rather than your actual "I want to apologise for what I said..."

Guessing he argued with the PR person for a while over that one and wouldn't back down. Tho he probably started off with the classic "I want to apologise *if* I caused any offence..." and got talked back from that...
