Refs often show a modicum of discretion when issuing second yellows. I'm pretty sure that

if Veltman hadn't scythed Rice down but instead just retrieved the ball and taken the free kick then no second yellow card would have been shown. Veltman knew what he was doing so for me a simple talking to each player by the ref would have sufficed.
