Over the second Belgium disallowed goal?

It's been the rule for ages that if the ball touches a hand in the build up the goal is disallowed. The Thierry Henry rule. I remember a great goal (by Newcastle? Or maybe Leicester) being disallowed at Carrow Road for a similar brush of the arm.

Also can't see how the commentary team didn't see Lukaku was offside. In real time looked off and first replay was pretty obvious. Do they not get any replays and have an awful view?
