I'd make it straight appeal process

Include goalline tech
Include semiauto offside

Then stop looking for reasons to disallow goals.

Give each team one var appeal per half. If appeal is held up, they retain it. Else they lose it.

Appeal is reviewed by the ref at the pitchside monitor so he makes the decision.

Appealing team needs to identify the specific appeal reason (foul, handball, went out of play, etc.) and that is all that is reviewed.

Can appeal relating to a goal, or a card offence (to give or to reverse)
