Oxford isn't that rough
There are a couple of rough areas but no worse than the more dodgy parts of Norwich.
The city centre itself is nice although very busy/touristy at times. The biggest issues are the traffic (not an easy place to drive in and out of) and the fact that the housing is so dominated by the student let scene that the housing stock is limited which means house prices are very high if you want to live in the nicer bits. If you can afford to though its a very nice place to live.
