A similar thing to that used to happen,and probably still does in aviation. Airlines would often run ghost flights or “empty legs” simply to keep routes open. There would be agreements between airlines and airports and regulators that an airline would run a certain amount of flights on various routes in order to get certain airport fees or even the license to operate. They’d have to fulfil these even if they didn’t market those particular flights. They’d often be used to reposition a plane so it could be utilised from the destination onward and thus use up one of its required sectors. I think there was a scandal at NWI a few years ago where actors were paid to travel on such a flight.
Anyhow, a 727 just flew over Attleborough enroute to Southend!
