You can't render an unsafe place safe simply by saying in law, it's safe - we have international treaty obligations which we can't unilaterally alter.
The whole thing, like so many other areas, is designed to "other" vulnerable people. The refugees aren't the problem people in all this, the people smugglers and criminal gangs around all that are. It's all about looking tough and not at all about solving the actual issue and they're playing to the gallery. No actual planes will ever leave.
A problem the gummint has just now is that no-one really listens to them or hears what they say. None of their messages are landing, which is why Sunak has changed strategy seemingly every few weeks for the last few months (c.f. We Are The Change - bring back Cameron). People are just tired of literally everything being a bit s**t. Attempts to grab headlines saying this one simple thing will sort it all out are doomed to failure.
What we're really seeing is the next Tory leadership campaign in operation. Sunak is likely to face a vote of confidence. He will win it but the next day letters will go to Graham Brady. I suspect not enough to trigger an actual contest though (they'd be simply mad to run yet another leadership conest just now). ERG isn't as strong as it once was and Sunak is most definitely the best option the Tories have for the election - he will lose, but still.
My fear is that a Badenoch- (or Braverman-, though I think unlikely, or even Patel-) led Tory campaign in 2028/9 is going to lead to the kind of s**tshow election we had with Boris vs Corbyn - meaningless three word slogans entirely divorced from any kind of reality and just an acrid nastiness across the board. I hope I'm wrong about that.
