We want to be a club that attracts good managers that know that they'll be given a fair shot.

If he just came in on day one and fired Wagner, or even fired him today, I'm not sure that would send out a very positive message to would be new managers. Particularly given the squad is not very good and whoever comes in is going to be hamstrung by them too.
