I think you have to question the tactics and coaching. The teams that city play against in the main will have bigger budgets for youth development but thats always been the case and i dont think you can claim that regular capitulation to the likes of villa is acceptable just due to respective budgets. City have a real problem as the club depends on the ability to play and sell these lads and 3 years of last place finishes doesnt bode well for this prospect
