is going to do a lot less damage than a XL with a bad owner.

You either legislate the dogs or the owners, and who's got the time or resource to effectively enforce licensing laws on keeping dogs? We can't even do it that effectively for Drivers!

At least if a breed is banned its an obvious breach that can be reported and managed relatively easily.
