You're always going to find a degree of waste & inefficiency in an organisation that large.

It needs more capacity, so that's infrastructure and staffing. Which takes money.

Given that, after 13 years of governance, the Tories haven't felt the need to make huge overhauls to address waste & mismanagement I can only assume those are actually just dog-whistles.
