My guess Liverpool get title. No relegation. Top 3 champo teams promoted. 23 team PL with no PL teams in League cup. Maybe some form of lottery to decide European places.

TV income reduced by proportion of league completed - so a big (25% ?) reduction in income for all PL clubs but without corresponding reduction in player salaries.
