we really don't have to blame anybody at all, that mindset helps nothing
we have to be forward thinking responsible people and look out for our own and look out for our communities and be considerate in our actions and how they affect others, both positively and negatively. that's what we have to do. hunting for blame i.e. obviating any personal responsibility is precisely the sort of negativity that is not needed. not needed at all.
