I'm slightly surprised that they see him as behind Denly in the pecking order
Although Denly showed some guts in the last few Ashes tests i'm still really not sure what the point is in having him in the test team. Can maybe see why you'd have him in the squad as a back up spinner/batsman but I still don't see him as quite at that top level and I would have thought for the future we'd be better off playing these young guys and getting them used to top level test cricket asap.
