have achieved the supposed twin aims of stopping rival fans getting tickets and ensuring access to everyone (that's a Norwich fan) and not just a select few?

Your suggestion by default would mean only a select few thousand would have access, and rival fans stumping up £50 would've had an even better chance of getting their chosen tickets than they did or do under this scheme.
