just seen the video clip of the Irish goalkeeper getting sent off

during the penalty shoot out against the Dutch

WTF happened from what i can see from the video clip is that he moved very early in saving the penalty , and the ref was right to have the penalty retaken , but under what law/reg did he book ( a second booking)and the then send off the keeper

have UEFA/FIFA issued some clamp down on keepers moving at penalties , with keepers possibly being booked for moving early

seems a bit harsh
