what would be the "social" and other consequences of having a vote and then essentially refusing to act on it? It seems to me that that would be a very dangerous thing to do - because it would completely undermine people's faith in the political system - and when that happens, you often see all sorts of unpleasant consequences. So he would say that actually the "ideologues" are on the other side - they're the ones who want to stop it despite the outcome of the vote.
