No, he was made captain when Flem was playing, I'm sure.

I agree he did say that at first, but I think it changed to a permanent appointment after a few weeks. He was ceratinly running first out of the tunnel around xmas time, when Flem was playing but not captain. So why did Flem not take that over then??
