Troops fulfill a different role to the police
only a very small percentage of police cuts were fire arms trained.
Even if there were NO police cuts its quite normal protocol to put armed troops on the streets and at venues of high population to give the public confidence to go about their business in a normal way feeling safer.
Not sure a terrorist would be so put off by a policeman armed with a notebook and pen compared to a soldier in combats with a rifle, but there you go. You seem to be an expert so sure you'll disagree.
