I doubt its at 3 or 4 because most clubs don;t start at that age but certainly
when my stepson was playing in the U7s and U8's at our local club there were scouts turning up to training and to the tournaments and inviting players to trials and to join their academy.
Arsenal, Wycombe, Brentford and Reading scouts all turned up at one point or another.
