Honestly did anyone actually think he'd resigned?

It was never anything but a PR annoucement to take some heat off them.

Calms the waters until they have another election which he stands in (perhaps with some pretence of reluctance), wins, and has to stay on as who is he to ignore the will of the people?

He is a brilliant brilliant PR politician most of the time (tight shorts etc aside), its how he's stayed in charge so long.
