Surely what actually needs to happen in this is for a hard cap on squad size to be imposed
If you cap a squad at 33 then there's enough for 3 full 11s, the first 1 and a half is a your first team squad the second 1 and a half is your development squad, though there would be no limits within that. You essentially extend the 25-man squad concept they introduced but then it becomes a club concept, 33 players registered at a club. Probably falls foul of some sort of employment laws but it might begin to solve some of these problems.
Big clubs would not then be allowed to hoard young talent who would then be forced to ply their trade and prove their talent within the lower leagues... the best of whom should rise to the top through transfers!
