I say 'probably', as its not beyond the realms of possibility that there are some Ukranian Army defectors who happened to have served in the Army's SAM units. Probably as the tea boys, given their target aquisition skills.

But these are not manpads that any tom, dickand harry can work out how to operate.

Ultimately Russian officers would have been controlling the SAM unit though, regardless of the nationality of the monkey who pressed the red button.
