Football doesn't work for technology as the game doesn't stop and there are less certain decisions.

That said, the 4th official should be used more to help the ref, i.e. carding wrong player, was a foul in/out of the box. Let the ref give the foul then ask the 4th official to check if its in/out.

I suppose there's no harm in letting him watch a decision once and tell the ref if he's got it obviously wrong.
If the replay is straight to him he could be in the Ref's ear in 10 seconds to say "take the play back you missed a pen"

Chalk off anything that happened in the interim period with the exception of Red cards for violent conduct maybe?
