Whay are people talking about us being unable to attract managers?

Where has this come from and what is the evidence?

We've had a manager since the start of last season that the board were backing so why would we have been trying to attract others?
How will anyone know if we can or can't attract them when we are not actively trying too?

Have i missed something?
