because UKIP is purely a protest party for whingers

no-one votes for them because they actually want then to do anything. People vote for them to say "I'm not happy and I think someone (else) is to blame for my unhappiness". That's as valid for local elections as national ones (more so, because no one gives a sh*t about local elections so what parties might 'do' doesn't factor into anyone's vote)
