persuasive lobbying, independent studies of other countries, trial areas

licensed standing areas for clubs which could be revoked in the event of any trouble. that leeds w**ker would probably not have dared to be such a c**t or would have been nabbed by his own fans. put the onus of responsibility back on the fans to behave and not just take the kop out of fining clubs and banning individuals who chose to be t**ts. it's our game we should all take some responsibility.
