well, 2 things

first, whether or not there's a problem, I think footie managers want to be careful slagging off excessive City pay - they (and players) get paid too much, too.

second, I think it *could* be a bit dodgy giving managers a cut of transfer fees.
Club gets a high bid for a player, say. But it might be in the interest of the club to turn it down, if they think the player could really help the club over the next few years,
But the manager stands to make a massive wedge if the player chooses to leave. Are the incentives for the manager definitely lined up with those of the club there?
Probably fine if the manager thinks he's going to be around for a few years. But what if he thinks he might want to move on himself, too?
